i would like to know what are software cookie and what danger do they enpose on the network?

A 'cookie' is like a snapshot, usually of a webpage so that it loads faster when you next view it. Some cookies are used for tracking though, and they're bad! There is a chance that they let viruses and spyware onto your computer, as your computer stores these cookies for a set amount of time, or until you remove them yourself.
In your internet options, its best to have the cookies set to block third party (in all events!), block first party (because then you get a message saying cookies must be enabled, so you can change it if you want) and always allow session cookies. I always have mine set to disable all apart from session cookies, and I don't get problems with them.
