i can give you two reasons:-
1. pronounce 95.7 which is greater than 95.67
but 67 is greater than 7 while.67 is smaller than .7


2. now believe 2 nos. 56.07 & 56.7 how ou can pronounce both the same

by convention the integral part is pronounced in the normal way eg ninety five and also by convention the decimal is pronounced as point digit digit --- eg point six seven
Think about 95.6700 and 95.670 which are the same number, it would be silly to say ninety five point six thousand seven hundred, ninety five point six hundred and seventy .
The conventional way is simple and avoids confusion and is the fastest way.

The decimal makes it's value different, and therefore there is a standard in the Math world to pronounce it that way, so all understands the place value of the .67

Because it is already in tenths.....not tens - the decimal
