I think it probbably is like tic tac toe and there is a perfect defence for every white move, but it'll probably be about 50-80 years before computers are powerfull enough to work it out

The perfect game of chess is in fact a draw.
White starts with a slight advantage due to the fact that white moves first.
This small advantage is not enough to force a win if black plays perfectly.
The great thing about chess though is there is not specific definiton of perfect play.
The players try to turn what the other player does into an advantage for themself.
In Grandmaster chess games, obvious blunders are rare, yet there are wins and loses. It is the ability to turn little differences in playing strategy (not necessarily errors per se) to large enough advantages to prove decisive that Grandmasters use to win games.
As for the result of God playing God...
God as white would win more games than God as black, but most of the games would end in draws.
