Is this dried blood? You get nose bleeds in your sleep? I have no other reasonable answer for black stuff on lips!

it depends on what this stuff is
if its full skin pores get a facial or scrub those with a face scrub using and old toothbrush
if its blood there is nothing you can do,just focus on makeup:use a very bright concealer(not liquid) at the area and then apply your makeup,on the lips put lip pencil and then on top of that lipstick
maybe try to improve your eating habits:consume more fruit,lots of water,and avoid salty stuff
i cant think of another possibility
maybe get some more professional advice from a dermatologist

Going along with Divo...and also try gently exfoliating your lips once a week with a cold washcloth. Rub each lip gently for about 30 seconds and then apply a really thick lip balm or vaseline.

It's dry chapped skin. For lips, use a heavily medicated lip balm to stop chapping and future black marks. For face, use a very good lotion for healing dry damaged skin. Skin should start to improve in a matter of a couple of days.
