can someone tell me what a geotechnical engineer, transportation engineer, managment project engineer, water resourcess engineer and a structural engineer do? in one project how do they divine which part is whose? some literature from the internet would be really helpfull, but I would like to have your oppinions to.

Civil Engineer is a degree title. The others you have listed sound more like job titles. You could graduate with a civil engineering degree and get a job as a transportation engineer, and then later be promoted to management project engineer.
