I would start with WWW.WHITEPAGES.COM Type in Allegheny Couty Court, the city if you know it and the state. This site will usually give you the telephone #, site map, and sometimes the e-mail address

Depends on if you are talking about Allegheny County Virginia or Pennsylvania. If it's Pennsylvania then try this link... http://prothonotary.county.allegheny.pa.us/allegheny/welcome.htm. I don't think Allegheny County Virginia calls it the Court of Common Pleas.
