no, its is a point system
you get 100 points to start,
you ask a question, it costs 3 points,
you answer a question, its 2 points.
there are more ways, but thats the basics.

I don't think there is a fee coz all the suggestions and answers are being answered by yahoo members like me... What you only loose is 5 points.... and I gaion 2 points for answering and 10 points for the best answer... kinda like a game or just a new way to burn time..
