Answered by David Richman, Entomologist:
Since I have actually observed spiders being caught in other spider's webs I can say that this is not only possible, but happens. The only reason most spiders do not get caught in their own webs is that they walk on the non-sticky silk. Orb-weavers, for example, have a third claw, which
slides along and catches on the non-sticky radial lines of the web. I once saw a non-web-building jumping spider try to catch a orb-weaving tetragnathid, only to get tangled in the sticky silk and become the orb- weaver's meal.
Some spiders are stealthy hunters and some are cleptoparasites of other spiders and can travel easily on other spiders webs. These include the pirate spiders and the comb-footed spiders in the genus Argyrodes.
Sheet-web builders use the sharp angle of their tarsal claws and the bristles on their tarsi to avoid being trapped in their own webs.

A spider of another species that is not closely related enough, might get caught in another spider's web, depending on how much the web differs from its own chemically and physically.
If they are of the same family, then the answer is no.

Yes. There are some species of spider that eat other spiders.
Generally, though, spiders are able to navigate others' webs. There is something about the physiology of a spider's "feet" and physical and chemical make-up of a silken web that makes it fairly easy for spiders to traverse webs - whether theirs or those made by other spiders.
