I asked a question like this recently.
1. Financially responsible
2. IQ average or above (that's only 100 if you are on here you probably qualify)
3. In a commited relationship (no 15 year olds who "want soneone to love")
And just throwing this this out there, how about a public policy stating that women have to get a Norplant inserted before they can collect a welfare check. I don't mind helping people in need but I have a hard time paying for more of them.

The best answer to this question would be to look at the requirements set forth for a couple wanting to adopt a child. They have strict qualifications on who can adopt and disqualifications. That could be used as a guide for the licensing to have children biologically, however, it would be very hard to regulate, as it is difficult to regulate the control of firearms and drugs.

Qualifications; stable, mature, good job (or married to someone who has a good job), has child's best interests at heart, dedication to providing the best quality of life for the child, recognizing the child as an individual and making sure that their social, developmental, academic, vocational and spiritual needs are met,and a commitment to ensure the reinforcement of values and appropriate discipline.
Disqualifcations: failure to meet the above standards.

If you make a list of pro's and con's, the con's will far outweigh the pro's. I did this.
But - we still gonna have kids. Because ultimately, even if we can't pinpoint the real reason, we just feel deep down like we need to.
I believe if this is the case with someone, when that baby comes along, you will dedicate your life to making it happy. The only qualification you need is that dedication.

If your brother is your uncle
If your dad is your brother
if you already have 3 kids and are on welfare
if you drive a 1985 ford escort
if you did not graduate high school

I think that people who likes kids and are sure that they what one.they need to be patient and to have some money to assure a good living.I'm not saying that the poor people shouldn't have a child,but that child will not have all the possibilits.But....we are all humans and we have the right to have a child so I think that is wrong if someone forbid someone to have a child.I think that many people think like me.
