Not knowing what kind of car or engine you have it is hard to answer. EGR valves do not normally get clogged, it is the ports leading to it. Choke cleaner will not clean the carbon out, you will need to get to it and break it lose with a pick or something like that.

Better nto just replace an EGR valve. For the most part they are cheap, some for Japanese cars can be expensive. If you realy must, remove the EGR valve, place in Gasoline for 5 minutes, wipe it down, blow it out with air if possible. Put alittle motor oil in the holes at both ends. The EGR Valve when you shake it should make a slight clicking noise. Replace.
