I was wondering who is in charge of deciding what movies to put on and how they pick what. Sometimes the same god awful movies are on HBO-the same old stuff-that is why I don't have a movie channel.

All TV networks have a VP of programming (or something like that) who is ultimately responsible for what is on the screen. Many networks are owned by movie studios (or vice versa), so the network will show just about anything from that studio, even if it is crap.

It's usally the channel controller, but before it gets to his or her level, it is watched by a panel who watch the programs and filter them down from hundreds to lets say about 50 before they are passed onto the controller for the final decision.
