You can buy a siphon with a hand pump at hardware stores for a fraction of the cost of pet stores.

My siphon hooks right up to the sink. When you turn your sink on with the siphon in one position it starts the sucking process for you. Then when you are ready to refill your tank. you turn the knob to the fill position. I have a well so there is very little chlorine in my tap. I use a product called Aqua Safe to condition my tap water which I poor into the tank before the tap water. Its really easy to use. Got it at petsmart.for $20.
