Depends what you are looking for.
A programmer can write computer programs for you, whereas engineer implies someone who can maintain the hardware, but may also be able to write programs.
Both generally have dubious personal hygene regimes.

Neither is "better". A computer engineer can be a programmer and a programmer can be a computer engineer.

Computer programmer is the one which is mostly related to s/w products and their programming.
Computer engineer is the one which is related with all computer related tasks. Though Computer engineer sounds better but computer programmer is better because it specialises u in one particular field.

Both are very frustrating jobs. But I will prefer programmer. Also I think the salary is higher.
By the way tell you some jokes:
-Doctor! I have a serious problem, I can never remember what i just said.

One more joke:
A guy calls his vet and says "What should I do with my cat?Vet says "What do you mean? Guy says "I had a leak in my lawnmowers gas tank and the cat drank the gas. Both occupations have their merits but an engineer is on a higher level than a programmer. I'd rather be an engineer than a programmer. So theres your answer :)
