As Violet said, a portal is an entryway. Yes, it's a web page, but it's the sort of thing you might make your home page, i.e. the one that opens up when you first go on line. Sponsors like Yahoo host them. You can customize your portal to show weather (local and other), stock quotes, sports scores, news headlines, tide charts, sunrise and sunset times, horoscope, and the list goes on. If you go to "My Yahoo" you will find a portal that you can customize.
