Non identical twins (or fraternal) are made from 2 eggs being fertilized around the same time, by 2 separate sperm.
Identical twins are made after the eggs has been fertilized. During the process the egg completely splits in 2. Hence identical twins have the same genetic makeup

identical twins are "monozygotic" - the are from the same egg ("mono" one + zygote "egg". As the single-celled egg reproduces and divides into more cells, it is possible that they do not remain attached, seperate and develop as seperate foetuses. Identical twins do not have exactly the same DNA as mutations occur during development; but the DNA is similar enough to produce the near-identical appearances.
non-identical twins are "diazygotic" - they come from two seperate fertilized eggs ("dia" two), which are released at the same time by the mother during the menstrual cycle (one from each ovary, instead of just one producing an egg in each cycle).

Identical twins happen when one egg, fertilised by one sperm, splits into two separate eggs. Fraternal twins happen when two eggs are released and are fertilised by two different sperms. Identical twins are the only people who have the same DNA.
