No
To set up a microphone:
1.. Locate the sound connections and connect the microphone jack to the computer. Most
computers use an internal sound card and often the connections will be in the back of the
system.
2.. These will be a series of connections the same size and diameter as the microphone
jack. One will be labeled as the microphone connection, either with a small icon that
looks like a microphone or explicitly labeled as such.
3.. Plug the microphone into that connection.
4..
Try the following to test your mike:
To open Sound Recorder, click Start, point to Programs, point to Accessories, point to
Entertainment, and then click Sound Recorder.
To record a sound:
1.. Make sure you have an audio input device connected to your computer.
Example of audio input device: microphone.
2.. On the File menu, click New.
3.. To begin recording, click Record . Say a few words.
4.. To stop recording, click Stop .
To play a sound:
1.. On the File menu, click Open.
2.. In the Open dialog box, double-click the sound file you want to play.
3.. Click Play to start playing the sound.
4.. Click Stop to stop playing the sound.

Depends...
Are you getting a Regular Microphone, or a USB Microphone? There are Microphones that have USB on em, but they suck. So the answer is no.

If it's a standard analogue mic with a 3.5mm jack - NO
If it's a USB device - Possibly.
If you need a disk it will be supplied with the mic anyway so it's no great hardship to load it!

If it's not a USB microphone device, no. You won't need to load anything.
Even with some USB mics it won't even be necessary.

No, you should (if you need it) be able to find any software on the Internet. But if you have a half decent sound card you should be able to just plug it in, set it up & use it
