hot coffee removed, exactly the same in way of dialogue and voice actors, not censored (wtf?) BUT it is quite special and comes with a 22 minute movie called 'the introduction', which also comes with the 2-disc soundtrack (as opposed to the 8-disc soundtrack). the movie is pretty interesting; it tells the story behind tenpenny, carl and a few others. it also comes with a documentary, with real people (not in the SA world) called 'sunday driver' which chronicles the majestics, california's oldest low rider club, giving an in depth look to life in the low riding business

From what I can understand, there is very little difference at all.

To quote from IGN

Though the game itself doesn't feature anything new by way of content, bug fixes, or story lines (with the exception being that the buried "Hot Coffee" mini-game has now been removed)

Special edition is censored so no bad language,also different actors voices and a free mini movie,some music from 2pac etc
