What I'm trying to figure out for a personal project is...

Would you pay attention to speed if there was no consequences? The speed limit is posted, but it's not enforced.

Not much, I drive fast - only when it is safe to do so - because I enjoy it, nothing will change that.

Sure, the speed limit is posted and not enforced.( Due to cuts in spending for most cities and counties).
I always pay attention to the speed limit. I have never gotten a ticket; I like to conserve gas !

If there were no consequences almost every person would speed. The cost of a ticket now 200 dollars or more, the driving record and cost of insurance are deterrents. As you get older you think of the lives of your love ones and others.
