No state tax in Alaska.

Tax system in a country depends upon many factors:

1. Government's need of money for infrastructure, maintaining public safety, security
2. Encourage foreign expatriate to work,
3. Encourage foreign companies to operate,
4. Enough income from other sources

Probably, government of gulf countries have enough money already to run the country and encouraging foreign investment and expatriates by maintaining tax haven country.

May not be related with religious thing.

Arabs are very clever.
They don't claim any tax directly.
They charge more than 300% of usual european income tax/other taxes by different way. Such as:

1. Sponsorship money.......All the normal business should be owned by a local people and you(the investor) should pay him/her an annually fixed amount.

2. Visa issuing , they charg you a lot of money.

3. They charge you fixed amount for your employees annually.

Like this there arte many charges you have to pay if you like to do business in gulf countries, that will be more than 300% comparison to any european country.

For local, basically no local people do any business really but they are all business owner officially.
