Start your computer in BIOS and get it to boot from the XP CD ROM When your computer has loaded the XP use the repair windows option this should fix it as a previous answer already says. In the event that you cannot boot from the CD ROM make a note of the missing Dynamic Link Library file (DLL) and use the emergency start up disk that you should have made in cases like yours. On the emergency disk there is an extract facility which will allow you to extract the file(s) that you need from the CD ROM. Extract the required file(s) and save it to the right folder. Normally the system files are kept in the following folder C:\windows\system32. You may have to do this several times if the missing dll file was not kept in the system32 folder. Your computer will help you as it may tell you missing dll file at.... then give you the location of where it should be.
After doing this computer should now start up or you may need to boot from the XP CD ROM run Check Disk/Scan Disk with the facility to repair/isolate any bad sectors Then run repair windows. After that defragment your hard drive(s) You should not have the need to reformat your HDD as suggested by another answer as formatting will erase everything on your HDD and you will lose your personal files etc. Formatting is a last resort which I have used twice but that was so that I could be sure that the second hand computer was free of any viruses or bad sectors before loading Windows XP. I have reformatted both my hard drives to get rid of all the unwanted files and things before I ran the computer up for website activity on my own website. I have got two operating systems on my computer and all programs are compatable with each other. At start up my computer gives me the choice of OS. I know if one fails I have got the other. Each OS is on a different HDD. I hope that this is helpful to you.
P.S. Make an emergency disk if you haven't done so as this will get you up and running in MS DOS mode so that you can find out what it is that is stopping you from booting from hard drive.
P.P.S. Here is a tip> If you make a partition on your hard drive you can reload the complete XP again quite legally as it will be on the same machine. If one of your XP systems fails you can rely on the other! You will then be able to repair the failed system.

To start the computer and use the Recovery Console
From the Setup CD-ROM
1.
Insert the Setup compact disc (CD) and restart the computer. If prompted, select any options required to boot from the CD.
2.
When the text-based part of Setup begins, follow the prompts; choose the repair or recover option by pressing R.
3.
If you have a dual-boot or multiple-boot system, choose the installation that you need to access from the Recovery Console.
4.
When prompted, type the Administrator password.
5.
At the system prompt, type Recovery Console commands; type help for a list of commands, or help commandname for help on a specific command.
6.
To exit the Recovery Console and restart the computer, type exit.

insert your windows xp cd, restart your computer and boot to the cd, at first question press enter then at second option choose the repair windows option, this should do the trick

reformat your hdd and reinstall xp ( you have bad sectors on your hdd and its messed up xp)
