on sims 2 university can you build dorms?

This is from the Official Strategy Guide:
1) Start by placing any size residential lot in the college neighborhood.
2) Enter the lot and build your desired "dorm."
3) Open up the cheat window by holding Cntrl, Shift, C and type "changeLotZoning dorm" without the quotes. This will rezone your lot as a dorm.
4) Save and exit to college town.
Keep in mind the following rules when making a dorm the dorm must have the following:
* Dorm doors (myne doors in build mode) must always face out.
* Dorm rooms should not have more than one dorm door leading into them.
* Dorm rooms with dorm doors that share a bathroom do not lock properly.
* Don't change the zoning of your lot after you move in sims.
It is recommended that every Dorm contain the following objects:
1) ShinyTyme Cooktop
2) Counter Islands
3) Dishwasher or sink in the same room as the ShinyTyme Cooktop
4) Garbage Can
5) Lights
6) Phone (at least one)
7) Sprinkler

Not from scratch. You have to start with one they have. You can't actually 'build' anything on to them, but you can paint and stuff.
