the UN HAS TO HAVE A UNANIMOUS DECISION TO DO ANYTHING-EVEN 1 DISSENTING VOICE STOPS THEM FROM DOING ANYTHING. therefore they are not goin to do anything unless they can get eveyone to agree; would the U.S. been having anything to do with this, I wonder?
