They commit more crimes is the only logical explanation for such a proportion. All too many of them are full of hate and have no respect for laws. Affirmative action has enhanced the problems. They believe they are priveleged and above the law. Some imagine that once being slaves excuses everything, but there haven't been any slaves for a long time. It's long overdue to forget this stuff. Some lazy people want a free ride, and any excuse will do, however feeble. Lunatic Left whites excuse blacks for outrageous behavior, and that makes the problem worse. If no one listened to nonsense, many problems would go away.

No short answer will suffice for such a complex question, but we can start by understanding that upon emancipation black slaves were basically turned loose into a cruel white society which had spent the previous 300 years or so selling off family members to the highest bidder, punishing them for any attempt at education, denying all form of traditional and ancestral language, art, music, and sprituality, and inflicting horrific punishment for the slightest act of insubordination.
In the following years of "freedom", blacks were, in many places, denied the right to vote and restricted in choice of jobs, education, and housing.
While many people claim that the Irish, the Italians, the Chinese and other immigrant communities overcame prejudice to flourish in this dreadfull nation, it must be noted that none of them faced the partic- ular hatred and comtempt that white america inflicted upon the black population. To illustrate: show me the photos of smiling white american men, women, AND CHILDREN gleefully gathered under the tree from which the charred body of an Italian or a Chinese, for example, swings.
They do not exist. But there are scores of photographs and written accounts of whites taking great pleasure in the cruelties inflicted upon blacks.
The denial of the vote, the sting of the lash, the lack of education, and the economic marginalization of black americans has created and maintained a 'second-tier' status which we have yet to remedy.
Any study of american jurisprudence will show that whites are much more likely to recieve probation or suspended sentences for criminal convictions that land blacks with equal histories in prison.

So what is the point? Do Black people commit more crimes because they have to compete with other blacks in their neighbourhood? Or is it more accepted that they will commit crimes because everyone is doing it.

When I was growing up and I compared myself to so and so, my mom would say, "don't compare yourself to the worst, Compare yourself to the best."

Look at Oprah, She wasn't wealthy, She didn't have famous parents, Did her parents go to college? I don't know. Did She? I don't know. She hitched her waggon to a star and went for a ride.
I do know that she avoided the lifestyle that would ruin her chance at being successful.

And what about famous athletes who are black. What about all of the modern day singers? What about Johnny Mathis. What about Ray Charles? Blind, Black and Poor?

There are so many great black people who were and are the cream that rises to the top. Then some become Famous Singers and ball players ended up getting into trouble with drugs or fighting or sex. How sad it is when a childhood hero is in the news for doing something bad, evil, or mean.

Everyone gets to make their own choice. Goods things can be given to you and you can still turn out bad. Bad things can be dumped on you and your can turn out good.

In fact these two scenarios can be siblings who are nearly the same age, same sex, same family. They can be black or white.

As long as people keep dealing the racial cards, they will have a crutch to lean on. If you give a crutch to someone who does not need it, it will make them handicapped.

As I was reading some of these answers sticking up for the poor blacks, It's not their fault, they just aren't as good as us.
They can't be held responsible for their actions. Now that is from the people who are supporting them. It sounds more like you are taring them down rather than building them up.

If a child applies themselves, they can become anything they want, If they want it badly enough and they are willing to do the work.

If you can't discipline yourself, Life and circumstances will do it for you.

Don't compare yourself to the Worst, Compare yourself to the best.

it's more of an ecomomic issue- blacks make up an inordinate amount of our poor.
poverty leads to crime.

many poverty-stricken neighborhoods are almost 100% black and have heavy gang activity as well as heavy drug use. L.A. for example.
gangs + drugs + poverty = violent crime

many schools in these neighborhoods are outright failures due to underfunding, understaffing, drugs, gangs, and poverty that leads kids to believe their lives are going to go nowhere.
under-education >> poverty >> desperation >> crime

poverty also means they dont exactly have the means to employ good defense lawyers.

what im trying to say is, many black people are given a one-two-three punch by the system.

efforts to improve are often futile and thankless, especially for politicians (who have control of the funding) because they know that poor people often don't vote. so why focus their resources on a voting base that doesnt vote.

it comes down to a bad self-feeding cycle that really has little to do with racism

Answer is in history of your country man!. (i am not from u.s. ) but in my country also have the same problem. Reason is this

Black People were always hated by other upper class. Upper class people always refuses their intelligence , capability and never gave them work for which they were libel.

So the blacks adujust to live with poornes and no work or low standard works,crimes , plus lack of education and they became lazy.

now (this is not so perfect ) we noticed that that son of doctor wants to be a doctor in future or son of pilot wants to be a pilot then tell me that what should be the dream of black driver's or black thief's son.

cos given the choice a police officer will chase a black man before a white man ,so there fore more of them get caught,and anyway if someone is gonna keep being victamised then they are more likely to be bad ,same as kids ,personaly i can see no problem with the colour of anyone we are all on the same plannet and should learn to be one big family ,if we all had one religion this would help ,but i beilive in nothing ecept treat people with respect no matter where they are from .
black people tent to get picked on and its so wrong ,it makes me angry and im white ,i get on with anyone so why cant the rest of the world ,,,,,,if i can do it we all can ,but some people just like to be nasty and there the ones that should be locked up for causing trouble and making people feel they dont belong ,,,when we all do

Cause they are black! You don't see white people living in the majority of ghettos. This being said it comes down to exposure of your surroundings. If any giving race,color or creed were set to poverty years ago due to early racism such things would develop. The same could be said about your question. Knowing the reason people are they way they are is why they ask intentional racist questions.

Because they are supressed by the us government all kept in poverty and none of the american voters care about this untill it is on there own back doorstep.
The statisticas say a lot about the u.s and its selfishness and prejudices.

If you put this question to any equal opportunity officer anywhere in the US of A the answer you would get is because of the inherent bias of the law enforcers and the judiciary against the black people.
