OEM versions are usually available only to resellers (as opposed to retail). OEM versions of software are sold to the manufacturer or value added reseller (VAR) for them to install on their machines. You would not be able to go to a retail store and buy an OEM version, it HAS to be sold with hardware (even if its just a mouse), and generally can be used only with that hardware.
OEM software is usually no different from the retail version save for the serial number and the packaging.

OEM = Original Equipment Manufacturer.
For example, you buy a Dell desktop computer. It comes with Windows XP installed. The Windows XP on the computer is an OEM version of Windows XP.
There's the box version as opposed to the OEM version. Box versions are those that you usually see in the shops, although you can still find OEM versions of software if you know where to look.
The main difference between the two is the price. While the box version will charge you an outrageous amount for the software, the OEM version is a lot often much cheaper.

Most of the bargain sites advertising OEM software are actually selling pirated counterfeit copies.
Legitimately obtained OEM software generally does not come with user manuals or the original retail packaging, and technical support is usually provided by the hardware provider. However, if you purchase OEM-labeled software from a counterfeiter, you will not be eligible for technical support, software upgrades, service packs, or patches--if you even get the product at all.

OEM version means software that was made to be pre-installed on branded PC's(Dell, Sony, HP etc). OEM means original equipment manufacturer. For example when you buy a branded PC it would come with pre-installed OEM software. Also OEM versions have reduced functionality, so they rr cheaper. If you have time read this

You have to buy hardware with OEM software. If selling OEM software you have to supply a piece of hardware. (old modem card)
