I've had experiences with both and would rate Fujitsu Siemens high above Packard Bell (which is just an OEM laptop rebranded, NEC uses the same ones).
Regardless, what's more important is that you get a 3 year international warranty.

Siemens, company has been around for long time
Fujitsu also been around too, but they make more component parts
Packard bell, is it still around? Reputation was badly marred in early nineties and still not able to rise up.
check out the basic models for HP/Compaq or Dell, it can be had for $499 or cheaper with rebates

Honestly don't think that there is a whole lot of difference between laptops, except in price.

i personallly would buy a sony laptop there fantastic ....but for you i'd say packard bell
