There is also the mention of checking proxy and firewall settings. My ISP have not been able to come up with an answer much less a solution.

That sounds the network isn't even on. What is the result of ipconfig command? I suspect the IP Address: field is empty but when Internet is supposed to be connected that field should have something.

You can use ping command to check your Internet connection.
If it isn't connection problem,maybe it is virus in your computer.You can also check your NIC setup
