try this approach... show her that you know the value of a dollar ( or i guess a pound? in your case).
do you have a job? even a part time one? are you trying to earn any money for yourself?
let her know that you realize how hard it is to work and pay for something. and then verbalize the benefits of what it is you want to purchase.
if you make the laptop sound like a tool for learning, then you will prolly get one.
on the other hand, if you are not trying to earn money for yourself and you are just begging for a laptop, your mom will prolly think of it as just another way to play video games and that gives her no incentive to invest in a laptop for you.

If you had the £400 already, is that what you would spend it on? Make a list of the reasons why a laptop would be so useful to you, and sit down with your Mum to talk them through.

If your mum doesn't have the money then don't ask. I'm fed up of hearing spoilt kids asking "can i have this?" when their parents are clearly struggling to afford it. It's bad enough when the child isn't even aware that the parent would struggle to afford it, but you are aware and you're still being selfish. Hope that when you grow up your kids ask for ponies and helicopters, maybe then you will realise.

Tell her if you get off the current computer, you'll free up loads of space, making it quicker for everyone to use.

Just beg and whine and keep bringing it up in conversations until they finally give in. That's how I got the internet :)
