is it wrong for a president of a certain country to call election officer during/after the election?

My experience in working with a certain political party in this country is that the party chairman gets calls all the time after the election for verification or requests for recounts or whatever. In other countries, I don't know.

It is not wrong, if it is done, not to do any wrong.
It is wrong, if it is done to commit any election-offence.
