Anyone know what game this is? (PC DOS game)?

I am trying to remember a computer game. It was DOS based, and played very much like Master of Orion. However, many of the races were based more on sci-fi shows or movies. I don't know if they had the same names or not, but the graphics made it clear who each race was. I specifically remember the Gorn from Star Trek and the Empire from Star Wars. One of the particulars of the game I remember is that your ships could run out of fuel in the middle of nowhere if you weren't careful, and so there were tanker ships. If anyone knows where you can download it, or purchase it, that would also be great. Thank you for your help!

It was definately NOT ADOM. I don't think ADOM describes anything in my question execpt DOS based. Actually, I could even be wrong about it being DOS based, but I don't think so. It was almost IDENTICAL to Master of Orion except for a few particulars.

I belive it is most likely to be VGA Planets which seem to have many of the features you describe.
