There is an easy, cheap, effective but time consuming tool . It is called a fingernail. While you are washing your car use your fingernail to remove the little spots. Or take your car to a good car wash and have them polish your car and tell them you want all the little spots off or you won't pay. Then keep your car waxed I like Black Magic, that way the sap will be easier to remove next time since it will be stuck to the wax instead of the paint.

This is called blooming ! the paint has bloomed , and it is common on red car`s ? best way to get rid of it is to have the car buffed ( cost about £50 to have the full car buffed ) but it will be like new when it`s done ! same thing happened to mine last month i was gonna get a respray but the car look`s like new now , so a respray is not needed ..... good luck

It's a common problem with red cars, especially the bonnet area which gets the warmest.
The only option is a respray.

I think the faded white patches you are refering to is the clear coat oxidizing. You can try to wet sand the clear coat, but chances are, you're going to need to re-spray the clear.
