Its a map where you can actually put your name and the area from where you are writting, its not an ip tracker, but it will let you interact with it, ive seen it about 3 years ago, and it had pink and blue men, for the people? Please do you know the site?

I have Google earth but its not in such a great scale, its much like a mini map witj interactive places, where people can post where they are from

you can use mapquest it allows you to type in where u are and where u want to go
