To a point yes, and I think it get in the way of them resolving some important issues.

It depends upon the issue at hand. Some issues fall on party lines (taxes, guns, abortion) but 95% of government issues are not really that contentious. For example the government is reacting to this spinach recall. There isn't really a party line in trying to keep e. coli out of our vegetables, everyone agrees it is an important issue. So the policy around protecting consumers will likely have both Republican and Democratic support.

I think the media likes to cover the partisan fights, because it makes for interesting television. However most Government officials work on much more mundane stuff that doesn't make the news and the partisan fighting isn't quite as important.

I think the last couple years have been more partisan at the federal level, and some of that has trickled down to the State and local level. There was also this effort to use media spin to frame the issues in a way that made even mundane issues very partisan. But voters are not turning out to vote for candidates that are too partisan and I think this trend might ebb.

Unfortunately yes. I think they could get a lot more done if they'd work together instead of worrying about sucking up to get re-elected or have this for and against mentality. This sounds crazy, but politics are too political! I mean, they only really care about themselves not this country. Democrats are going to criticize everything Republicans do and Republicans are going to criticize everything Democrats do. That's all they do.
