i believe what you do is ...like...apply black eyeliner to the top lid and then, well , like ...apply metallic blue green eyeliner to the lower lid.

1. apply a medium line of black liner on top lid, extend 1/2 cm from outer corner of eye
2. do the other one
3. apply metallic blue/green liner into bottom lashes, dot it on with space in between, dont draw it
4. swipe from inner corner of eye to outer corner of eye to get rid of harsh pencil marks
5. apply/erase liner as needed

How? One eye at a time...and just the way you would with any other color....slowly/carefully.... upper lid from center thin to outwards a bit thicker...then eye-liner....from outer a bit thicker then thinner to the center.
The combination sounds cool. I'll try that, too.
