No, you need an IQ of 70 or below to meet the criteria for mental retardation. It goes by standard deviation. The average IQ score is 100, with a standard deviation of 15. One standard deviation below (85) is below average and two standard deviations (70) is considered very low.
Anyone who told you that you were "retarded" because your IQ is slightly below 100 is just being cruel and stupid.

An IQ of less than 100 would indicate a slow-thinker, a person who basically cannot make logical connections or inferences. This person could possibly hold down a job (such as washing cars or bagging groceries).
Because intelligence results from genetics as well as upbringing, if the person's low IQ were congenital (passed down through the generations) rather than resulting from post-birth brain-damage, it would be better for society if the low-IQ person did not reproduce or, if he did reproduce, did not raise the resulting offspring.

90 to 110 are within the range of a normal/average IQ. Anything below 90 can be considered a mental challenge, (BTW I hate the word "retarded"! Can't you find a better word without slipping into this political correctness garbage?)

IQ or Intelligence Quotient does not imply idiocy or extrodinary brilliance. It is an underdeveloped test, and it gives substandard results. Even at that, < 50 is considered a quite low score.
