A gel (from the lat. gelu—freezing, cold, ice or gelatus—frozen, immobile) is a colloidal system in which a porous network of interconnected nanoparticles spans the volume of a liquid medium. In general, gels are apparently solid, jelly-like materials. Both by weight and volume, gels are mostly liquid in composition and thus exhibit densities similar to liquids, however have the structural coherence of a solid. An example of a common gel is edible gelatin.

It is neither. The definition of a gel is a liquid suspended in a solid. The solid forms a continuous matrix that contains sepoarate regions of liquid. This is why gels have the properties of both solids and liquids.

Dispersion of one phase of matter in another is a colloid. All combinations of the common phases of matter form colloids that share some of the properties of each phase. A gel is liquid suspended in a solid. A slurry is solid suspended in liquid. A foam is gas suspended in either a solid or liquid. A smoke is solid suspended in liqiud and a fog is liquid suspended in a gas.

Glass is considered liquid just frozen but eventually it will droop
So a gel is less frozen.

gels would be classified as amorphous solids which means they are solids but can flow and conform to the shape of its surroundings

examples: glass, gelatin
