There are three forms of foreign exchange reserves: (1) precious metals, (2) deposits in foreign currency made by the local cantral bank with foreign central banks, and (3) deposits in domestic curtrency made by foreign central banks with the dometic central bank. For most emerging-market nations, (2) is by far the largest component. So most of India's foreign exchange reserves are Reserve Bank of India's dollar deposits with the U.S. Federal Reserve System and, to a lesser extent, euro deposits with European Central Bank and yen deposits with Bank of Japan...

The Reserve Bank of India Act of 1956 required that RBI carry at least Rs.400 crore worth of foreign exchange reserves excluding gold and at least Rs.115 crore worth of gold. Since then, the share of gold in the Indian official reserves has declined...
