Your information is very brief.
If you are talking about windows xp then it is most likely you are doomed. Jus kidding.. but you have to pass through much harder ways now ... at the logon screen hit ctrl+alt+del that will take you to another dialog box .. hit administrator in the username and leave the password field empty this will log you in if you didnt specify as password for administrator when you installed xp. But if you did then you should find a password cracker which might be illegal to be talking about here! ... well cya


edit! IF HE HAS GUEST ACCOUNT AS THE ONLY ACCESS HE CANNOT CREATE AN ADMIN ACCOUNT USING A GUEST ACCOUNT.

create a new account & give this account administrative power. u'll b able to use ur pc as admin. if u want ur administrator ac back, try restarting ur pc in safe mode. in safe mode u'll b able to use administrator account. press F8 when ur pc boots & u'll c startup menu. press safe mode from the list. here u'll find administrator account. try making necessary changes. hope ur problem will gone. thx for ur good question

Please try the following:
1. Start, Control Panel
2. Click, Users and Passwords
3. Create a NEW account and set to Administrator

If the above steps fail, please use the Help and Support function of your PC, assuming you are using WindowsXP and that this query is about your PC User account.

Use your O/S setup disk. You will most likely lose a lot if your individual configurations, but if you do it right you'll still have your data and you can setup a new admin account.

If it's your home/laptop restart it and clicl F8 while it starts up . when it goes into safe mode fix you account there....if it's not password protected too. then that's a new problem for you to ask about!
