They research. They hear about stories just like we do-when it goes to the newsroom. Most of them work in newsrooms so they hear it early.

In singapore, after the new they will announce, should you have a new to report please call...... number. and so do newspaper. Some were paid.
meaning, if you so happen to be at an accident sence, just call and report to them, they will come.
