Can you find out who a person is, if you know their IPs??? Will you find out their names and such? Does your IP reveal a lot ?

for the system or network administrator or hacker, IP address is the gateway VISA for entry into your system.
Likewise Murphy Law, nothing is complete bugfree and there are many loop holes that they can use and harm manipulating your system if they want.
regarding your concern, using IP address, one can get complete information about the user / website through IP Address.

to go google and type in "IP address lookup." if you put the IP into the search engine thing on one of those sites, it can tell you what town/city and what state they live in and what service provider they use.

It can say what country you are in and possibly who your ISP is. You can't find personal information because there's privacy laws, but you can use it to report them to their ISP if they are spamming you or something like that.
