Please follow these steps:
1- Check tank for fuel. refill it if necessary
2- Change the engine oil. full or empty is not important, it is oxide oil now.
3- change the radiator water with pure water. No additives on this stage.
4- Change the battery. buy the highest capacity applicable to your car.
5- Check the fuse box and replace broken ones.
6- Change the ignitors. all of them.
7- Check all the belts. change them if you see cracks on the surface.
8- check the tires. long parking periods make some deep cracks on them. if you see these cracks. change them.
9- Check all the hoses in your engine. if some holes and cracks are visible, change them
10- start the engine like this, short: 2 , long:1 and repeat until engine works. do not apply accelerator during this process.
you may face some coughs and abnormal sounds. it is nothing to worry. after 3 years , it is acceptable.
11- check engine, under the car and inside of it for any leakage of fuel, oil or water. in case of fuel leakage, turn it off immediately.
DO NOT FORGET FIRE DISTINGUISH.
12- as soon as it moves, bring your car to a proper service center for engine adjustment and full check for gear box.
Wish you luck.

Assuming that it has a carb, you probably need to put some gas in it, and give it a jump, better yet use a new battery. Some of the problems you might have is spoiled gas, (with a new batter if you disconnect a fuel hose you can pump the old gas into a can and refill the tank and carb with new gas). You may have points that have rusted stuck. If this car is in a cold weather climate you may have a ceased starter. If this car was not off the ground you may need new tires. If this car was parked on grass you may need new brake lines. But to start it: gas or starter fluid, sand the points and use a new battery.
Make sure you really want this car and it's worth what you may have to put into it. If the car sat in San Diego (away from the beach), you'll have little problems, but if it sat in Buffalo, it takes a toll. Good luck!

To get a Chevy running after sitting that long truly isn't too hard. You need to get the battery charged up, or possibly a new battery if it won't hold a charge. That in itself will most likely get the car running, but you need to keep in mind that after sitting for so long the car will need all it's fluids changed and flushed. This includes a transmission flush and a radiator flush. As soon as you get it running, take it to a mechanic to get all that taken care of or else your car will be running with old gunk.

BTW, I just got a 90 Camaro that's been sitting for a few months and that's all it needed as well. Love those third gens. =)

Also, be sure to run at least one motor flush through the engine. The oil needs to be immediately changed after that long. A tune up is also suggested.

fill the tank close to the top ... make sure there is oil in it ...disconnect the fuel line and turn the key on but dont crank it ..into a large old towel and let it pump for a few secs....possibly change the fuel filter if you cant get any gas to flow... if the motor wont turn over take all the plugs out and use a squirt oiler to squirt marvel mystery oil into the cylinders and let it soak a few hours ... try to break the crank free with a large breaker bar and socket on the crank .... if the crank is free then dump a capful of gas down the throttlebody and see if it will try ... it will be one of two things after that point if it wont run ... either it isnt getting gas and somthing is clogged or the pump isnt working .... or it isnt getting spark and check the fuses and wires ,,, check all hoses and wires for holes or damage from rats chewing on them and stuff.

I would get it towed and tell them to take the car to a near-by car shop. Get a new battery and tell them to put it in, then get some fluids for your car, bc after sitting there for 3 years, the fluids MUST have run out by now!

ok you first have to pull one plug at atime and put a little wd 40 in the cylinderand put the pulg back in. get a good battery and some gas you find the distributer wire and put it then turn over the engine. for a couple of times. once you have done that.put the dist.wire back on and put alittle gas in to the carb under ther airfilter.turn it over and see if it fires. and good luck.

I'm assuming your battery is ok.

Change filters (oil, air, fuel). You've probably got a lot of condensation in your fuel system.

Check/change spark plugs. Check you have spark.

If you have fuel, air, and spark, and nothings broken, it should start at least.

That's the basic stuff... I'll eave it to the mechanics to get into details.
