they do not charge you with a crime but they write you up on report. You may lose some benifits, get sent to a more secure cell, or you may be put into solitary for a while.
Or the guard may make some joke about you and walk on.
Alot may depend on who catches you and if you did it infront of a female staff member.
Normally we would just joke and make fun of them if they did it in front of any of the male guards or if they just were doing it in thier cells ( told them to get a hotel room, or do it with gloves on for safe sex)
but if they went into the commom area and did it infront of the female staff we normally wrote them up.
But you would catch them having sex, one inmate may back up to cell bars so the other inmate could though the bars,
So honestly masterbating in prison was about the least of an officers worry.

It is called lewd and lacivious conduct. But you may be charged with a violation of the rules ans loose some good time or be punished for violation of the rules.

No you just get a major misconduct ticket, which will be used against you when you go up for parole.
