Because in combination with cement,it gives a very strong strength,to whichever thing it is applied,Additional benefit is plastering surface remains smoother for paint to stay on,for a longer period.

It's called dynafill. It's cheaper than dirt or sand. It is used to fill spaces instead dirt or sand.
