I just got a new cell phone, and only charged it until it said fully charged- is my battery not going to work as well now?

Rechargeable batteries are better that they used to be.

At one time, you had to drain the sucker or threaten it's future potential.

The main reason is that your cellphone has been sitting a box for a month!
