Anything between zero (inclusive) and ten (exclusive)

"Numeral" is just another word for "number." (It's actually the symbol that represents the number, but that's technical.)
Most people mean whole numbers when they say "numeral," but that's not technically correct. If it's nonnegative that means it's not less than zero. Zero itself is nonnegative so should be included. Obviously if it's less than 10 then 10 should not be included in your answer.
