i need a navy blue dress sitting on or below the knee with no other colors...it can have sparkles but no other colors...where can i find one?

How about the navy? yeah I am just funning but you could try the army surplus stores in your area. they should have just what your looking for.

try New York and Co, Old Navy, Target and if none of them work for you or you want something more expensive - take a look at Macy's and abercrombie and fitch, or Lord and Taylor
