It depends on the windows version that you are using. If you are using something prior to XP , then many of your devices need drivers supplied by the manufacturing company of the device yo are trying to install. The drivers should be on a floppy/cd/dvd accompanying your computer/ or the device you purchased.

Anyway, it can not be one of the essential devices, so even if you ignore to install the hardware, your pc may run smoothly so that you can proceed to complete your internet connection setup. (except the device that your computer is trying to install is not your modem) In case it is a modem, then you have to look for the driver cd for the modem.

Once you connect to internet then you can search for the remaining drivers.

When you add a new hardware, a box will appears and it'll ask you to connect to the internet to install driver. But if you have the driver on the CD, choose ''No, not this time'' then click Next until the driver is installed. Good luck!

Its probably trying to find the driver for that hardware. Whether online or have it on a media device (cd or memory stick).
If you have the driver cd put it in. Then when it pops up that setup menu there is gona be something saying check D: (or whatever your cdrom is) and tell it to search for it there.

All hardware should come with a disc to install it. once you format the first thing you will have to install is a platform, that will give you access to the Internet, given you have an isp

Pardon me, but did your hardware come with an installation CD? Do you have a CDROM drive? You will not need Internet if you have both.
