Well the only reasons I can think of is that emotional/verbal/mental abuse does not have hard evidence to prove that someone has been abused that way. In the USA it has the fairest(sometimes) justice system that only allows hard evidence.

Like in Iraq Middle East if you accuse someone of a crime they get shot in the head no questions asked.

Just wanted to know what your opinions are on this. Thanks

Er ... your opinion of the legal system if Iraq seems a wee bit biased.

RE emotional/verbal/mental abuse - hard to prove, subjective in nature, generally no laws against it, FREE SPEECH, bad social effects of allowing somebody to be punished for what they say.

Well, it is a civil violation, and you can sue for damages or equitable relief. So, if you mean by illegal you "protected by the law", it already is.

And there are statutes in at least some states the prohibit emotional abuse or harassment (a form of mental abuse), and in some states which prohibit verbal abuse that leads to a breach of the peace. So, in at least some states, each of those is already statutorily illegal.

So, really, the only reason to why it is not illegal is because only some states have passed laws making it illegal. And it would be a state issue, because there is no federal authority for such a law.

This is hard evidence to prove unless laws like the ones for elder abuse or connected to child endangerment where there are witnesses teachers, etc. The Mid East is no standard of how to treat human right issues. I believe if we see this type of abuse in any way it is reportable to authorities in most usstates.

It actually is illegal (psychological abuse) but as you say, it is very difficult to prove in court, because there is no physical evidence. I think there are certain legal qualifying criteria though.

In a lot of states it is illegal, but hard to prove unless you have witnesses.

My friend had PTSD from being abused by her ex for 9 years. But he was never arrested because you can't prove it. Sad but true.

YEAH SOMETHING LIKE THAT.IT WOULD BE TOO HARD TO DEFINE .MAYBE WHAT IS ABUSE TO ONE WOULD NOT BE TO ANOTHER SO IT WOULD BE HARD TO COME UP WITH GUIDELINES FOR SUCH A LAW. THATS WHAT I THINK.
