First of all. you probably shouldn't be doing anything that would require a forum to ban you.
Moving on to the question, you can usually get a new IP by cycling your connection, unless you have a DSL connection. For dialup or cable, disconnect the modem (power it off with cable), and then reconnect it, and when you release/renew the IP, it should be different.

Your IP is issued to you by the ISP you have. most of the time they will give you a public ip if you are using a cable modem or something like that.
What you will have to do is find out if the cable company can re issue you a new IP (doubtful) because they would have to bounce a router or a node to get your IP to cycle to a new one.
Other wise goto a store and pick up the earthlink or AOL cd of your choice and you will get a AOL/Earthlink IP when you log on with it.

i knw how to chge ip adddress but i don't remmembre it right now. hit me up on email till thn let me find it. but let me tell u, ustill be kicked out of tht forum. i think!
yo chck ths. go to start run put ipconfig press enter
the black screen will come and type ipconfig/release
i m findin how to get internet back
after u do tht turn ur modem off for some time and then restart ur computer and turn the modem on. u will get a new ip aotumaticaly

Go to control panel-network connection settings-select local network-right click for properties-look for Internet Protocol .TCP/IP-Properties. Then here you can change your IP settings
