The metric unit correct for measuring a piece of notebook paper would be centimeters. The "SI" unit would be in meters. I say this because of second part of your question. Scientists all over the world do not use the metric system. They universally use the SI system of measurements so that all standard measurements are the same no matter the country the scientific process took place in. Most scientists use the metric system (which is the base system for measurements in the SI system). This system works well because everything is in a base unit of tens. This dramatically overshadows the English system of measurements which still uses fractions of inches,cups, and so. on.

Since your in the U.S. it would be better to use the Customary Unit of length-inches for the measure of a piece of paper. Scientists use the metric system also known as Systematic International-SI, because it's measured in the power of 10.
For example, 1kilomemeter=1,000meters or
1centimeter=.10 meters
Basically, it's a lot easier to measure this way.

The reason the metric system is popular is because it uses base 10 conversions. i.e. 10 milimeters = a centimeter, 10 centimeters = a decimeter, 10 decimeters = a meter. it's easy since arabic numerals are base 10 in the first place.
In addition, the meter is defined as a fraction of the speed of light. the speed of light is exactly 299,792,458 meters per second. This is helpful for scientists using the speed of light in their math.

Scientists use the metric system because it's easy to change from cm to meters, since it's a 10 base system, and changing a quantity is simply a matter of moving decimal places. It's much easier to change cm to meter than inches to feet.

Length is measured in meters, or anything in its multiples.
Scientists use this because it's more common, and so people won't have to change it so much.
Customary is ONLY for the U.S. You don't use in. in SI or metric system.
