sorry i didnt see anything when i turned my head could u explain what im supposed to see and that one guy talking about the CIA just confused me a lot

It was originally used to hide CIA codes, designating the previous statement to be of significance, whereas the rest of the message has no significance. However, popular use has taken hold of the emoticon and conspiracy theorists are bombarded with too much information that is beneign but tagged by an unknowing user as having any relevance to anything.
